Abstract

There are four regional airports in East Java which are actively operating commercial flights. It is important to determine a suitable business development in order to ensure the continuity of airport operation and maximise the airport income. SWOT analysis has been used to identify the potential of each airport. Based on the analysis, Abdul Rachman Saleh Airport can be developed as an international airport which will share
air traffic with Juanda International Airport incorporating also air cargo. Blimbingsari Airport should reduce training flight activities in order to increase commercial flights, cargo, and business traffic. Noto Hadinegoro Airport can focus on aircraft maintenance service whilst sharing training flights with Blimbingsari Airport. While Trunojoyo Airport is able to add an additional route to Blimbingsari Airport and maintain training flights and business traffic. Although airports compete with each other, there will be an opportunity to build cooperation.
